HMO's are cheaper but have regualtions on what Dr's you can see and you have to get a referral to see any specialist. PPO's are a littler more expensive but there is no regulation on who you can see. It sounds like if you rarelly get sick you should go with a HMO. If you are young and mostly healthy you should go with a plan which promotes preventative healthcare. HMO's like Group Health, Kieser and so forth are really quite good at providing those kind of services. Just make sure they also provide for a catastrophic event (getting cancer, aids, or a serious accident) because those are the things that can rob you of your future.
